fib <br />• <br />• <br />CITY COUNCIL <br />AGENDA ITEM 6A <br />STAFF ORIGINATOR: Michael Grochala, Community Development Director <br />MEETING DATE: May 27, 2014 <br />TOPIC: Consider Resolution No. 14-44 Authorizing the Preparation of <br />Plans and Specifications, 2014 Overlay Project <br />VOTE REQUIRED: 3/5 Vote Required <br />LNTRODUCTION <br />Staff is requesting Council authorization to prepare plans and specifications for the 2014 Overlay <br />Project. <br />BACKGROUND <br />In accordance with the City's Pavement Management Policy that was adopted by the City Council <br />on May 10, 2005, streets are selected annually for an overlay project. The 2014 project includes <br />both typical overlays and full depth reclamation improvements. Overlaying is a maintenance <br />activity that includes patching of the existing street, milling the pavement adjacent to the curb, <br />followed by the placement of a bituminous wearing course over the entire surface. The full depth <br />reclamation includes grinding up the existing pavement and aggregate base for use as base and <br />placement of bituminous over the entire surface. Due to the current concerns with sealcoating <br />staff is only proposing to perform mill and overlay work in 2014 . <br />The City currently utilizes Cartegraph software to annually analyze the conditions of the City's <br />streets and recommend segments that meet the overlaying requirements. Streets were selected for <br />overlays based on pavement management criteria, input from Public Works, and feasibility of <br />locations. The selected streets are Bluebill Lane. 12th Avenue, Hawk Ridge Circle. Pheasant Hills <br />Drive, Pheasant Hills Circle. Snow Goose Trail, Broken Oak Court., and 4th Avenue from Lilac to <br />Main Street. <br />The proposed project budget for 2014 is $695,000. Due to project savings in previous years we <br />were able to allocate an additional $205,000 from the pavement management fund for this year's <br />project. <br />WSB and Associates, the City Engineer, have submitted a proposal to complete the plans and <br />specifications, provide contract administration and provide construction inspection for the not to <br />exceed cost of $42,500 based actual time spent on the project. <br />The estimated schedule for this project is as follows: <br />City Council Authorizes Plans and Specifications May 27. 2014 <br />
