CITY COUNCIL AGENDA ITEM 4B STAFF ORIGINATOR: John Swenson MEETING DATE: February 9, 2015 TOPIC: Resolution No. 15-18 VOTE REQUIRED: 3/5 INTRODUCTION The Council is being asked to adopt Resolution No. 15-18, supporting a September 1, 2015 deadline for Centennial Fire District ("CFD") firefighters to transfer service credits and pension assets and liabilities to Lino Lakes. BACKGROUND On January 27, 2015, I met with Randy Rolstad, president of the Centennial Fire Relief Association ("CFRA"), and Nyle Zikmund, who was hired by the relief association to draft a legislative bill that would allow CFD firefighters to transfer service credits and pension assets to Lino Lakes. The relief association expressed that they wanted until March 1, 2016 or longer for a firefighter to decide whether to transfer to Lino Lakes. I have proposed a deadline of September 1, 2015 for pension transfers to ensure that Lino Lakes has sufficient fire personnel when the City implements its fire services on January 1, 2016. Last week 1 sent a letter to Representative Runbeck and Senator Chamberlain informing them that the parties have not been able to reach an agreement on the timing of the pension transfers. On February 3rd I was informed by Mr. Zikmund that the CFRA is pursuing special legislation that would include three transfer dates for service credits and pension assets—January 1, 2016, January 1, 2017, and January 1, 2018. In order to ensure adequate planning and staffing of fire personnel, it is imperative that any interested Centennial firefighter transfer their service credits and financial assets by September 1, 2015. RECOMMENDATION Staff recommends approval of Resolution No. 15-18, supporting September 1, 2015 deadline for transfer of a firefighter's service credits and pension assets and liabilities from CFRA to Lino Lakes.
