• <br />• <br />CITY COUNCIL <br />AGENDA ITEM 4B <br />STAFF ORIGINATOR: John Swenson, Public Safety Director <br />MEETING DATE: February 23, 2015 <br />TOPIC: Approval of Resolution 15-22 Continuing Incentive Program for <br />the Recruitment of Paid On -Call Fire Personnel <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />Continue the incentive program to be used as a tool to recruit experienced as well as new fire <br />personnel within the identified timeframe. <br />BACKGROUND <br />During the Council Meeting on June 2, 2014, Council approved Resolution 14-50 which <br />directed staff to integrate fire services for the City of Lino Lakes into the Public Safety <br />Department. <br />As prescribed in the Centennial Fire District Joint Powers Agreement, fire services in Lino <br />Lakes must be operational on January 28, 2016. Given the timeframe and documented <br />challenges of recruiting paid on-call fire personnel, staff has developed an incentive program to <br />attract high quality experienced fire personnel as well as individuals with no prior fire <br />experience. <br />These incentives were originally approved by Council on June 23, 2014 with the adoption of <br />Council Resolution 14-62. The incentive amounts for levels 1 and 2 are $500 less than the <br />incentive amounts articulated in Resolution 14-62. <br />Level 1 — Recruitment incentive for individuals with firefighter & fire command experience - <br />$3,500 <br />• Must apply for and hired as a POC firefighter with Lino Lakes by June 1, 2015 at 4 PM <br />• Must meet all of the milestones of Level 2 incentive. <br />• Must have all certifications and training to operate as a fire command staff or fire <br />officer. <br />• Actively assist the Public Safety Department management team in a manner consistent <br />with the duties of fire service command staff by attending 10 additional planning <br />meetings. <br />• Ensure the fire implementation process is successful by the January 1, 2016. <br />• Upon final job offer from the City of Lino Lakes and acceptance the POC firefighter <br />will receive $1,500 coinciding with the first payroll. <br />• Upon meeting all milestones of the level 2 incentive the POC firefighter will receive <br />$2,000 on the December 18, 2015 payroll. <br />
