• <br />• <br />• <br />Potential Contaminant Source Inventory (PCSI) was also conducted and a management portion <br />of the Plan was developed to include implementation action items and a description of how the <br />items will be analyzed. <br />The vulnerability assessment for the aquifers within the DWSMA was performed using <br />available infolination and indicates that the vulnerability of the aquifers used by the system <br />varies from low to very high. The results of the aquifer vulnerability assessment determine <br />what types of potential contamination sources must be managed within the DWSMA and are <br />defined as follows: <br />• Low vulnerability areas — wells; <br />• Moderate vulnerability areas — wells and tanks; and <br />• High vulnerability areas — all land uses and potential contaminant sources including <br />wells and tanks. <br />This Plan includes the following information: <br />• A review of data elements identified by the MDH as applicable to the DWSMA; <br />• Results of an inventory of potential contaminant sources within the DWSMA; <br />• Review of changes, issues, problems, and opportunities related to the public water <br />supply and the identified potential contaminant sources; <br />• A discussion of potential contaminant source management strategies and the goals, <br />objectives, and action plans associated with these management strategies; and <br />• A review of the wellhead and source water protection evaluation program and Lino <br />Lake's alternative water supply contingency strategy. <br />Part 2 was distributed to all impacted local government units (LGUs), including the Rice Creek <br />Watershed District and the Metropolitan Council, on January 9, 2015 for the mandatory 60 -day <br />review and comment period. Comments were received by the Metropolitan Council and were <br />addressed. <br />Next Steps <br />Minnesota Statue 4720.5350, Subd. 4 requires a public hearing on the WHPP prior to submittal <br />to the MDH for final review and adoption. On receipt of the Plan, the MDH will distribute a <br />copy of the Plan to all required agencies. The MDH will have 90 days to review and approve <br />or deny the Plan from the date of submittal. Following final review and adoption by the MDH, <br />staff will bring the Plan back to the City Council for formal adoption. <br />RECOMMENDATION <br />Staff is recommending that the City Council adopt Resolution 15-25 Accepting Part II of <br />Wellhead Protection Plan and Authorization to Submit to Dept. of Health. <br />ATTACHMENTS <br />1.
