(WSB) is pleased to present this proposal to the City of Lino Lakes <br />(City) to provide professional engineering services for developing a feasibility study (Study) for <br />stormwater irrigation at the Mattamy Homes development. The Mattamy Homes development is <br />located north of County Road 14 between 20th Avenue North and Interstate -35E. The City hopes <br />that irrigation in the development can be entirely achieved using stormwater withdrawal from the <br />development's retention ponds. The development's system is unique in that individual homes <br />will connect directly to the irrigation system and each residential home will retain control over <br />the irrigation system. <br />To ensure this goal is achievable, the proposed Study conducted by WSB will include the <br />following tasks specific to the Mattamy Homes Development: <br />1. Water balance model including estimated irrigation quantities, anticipated potable water <br />usage reduction, anticipated pond water volumes/levels, and estimate stormwater runoff <br />based on historical rainfall; <br />2. Preliminary design schematics for the irrigation system including filtration, pumps, and <br />piping; <br />3. Cost estimate and funding alternatives for system; and <br />4. Preliminary ordinance review to identify possible policy revisions for irrigation system <br />controls/ownership. <br />WSB's project scope and proposed work plan as presented is based on our understanding of the <br />project, discussions with City Staff, and experience on similar projects.
