Hailey Manor Page 2 July 1, 2003 <br />City of Lino Lakes, Minnesota <br />Lots 3, 4, and 5, Block 1 of Mar Don Acres traditionally have drained to the landlocked low area in <br />Lots 5, 6, and 7, Block 1. The proposed drainage computations do not appear to take into account <br />Lots 3, 4, and 5, Block 1 developing. <br />4. City rate control requirements are not being met on the 2, 10, and 100 -year storms. <br />5. Approval from the Rice Creek Watershed District will be required. <br />6. The proposed drainage and utility easement shown on the utility plan and preliminary plat shall be <br />expanded to cover the entire detention area in the center of the property. Standard lot perimeter <br />easements shall be provided as shown on the preliminary plat. <br />7. The overflow for the detention basin connects with a City storm sewer catch basin located in Arlo <br />Lane. This system eventually discharges to a 15 -inch diameter pipe at a grade of 0.3%. It is <br />recommended that the capacity of this pipe to adequately accommodate the added pond overflow in <br />addition to its existing flows be evaluated further. <br />General Street and General Utility Comments <br />Arlo Lane was constructed recently with concrete curb and gutter, bituminous surfacing, and utilities <br />(sanitary sewer, storm sewer, and waterrnain). The Preliminary Utility Plan shows sanitary sewer and <br />water services extending to lots 1-6, but does not identify the services as existing or proposed. The <br />services must be labeled accordingly. The developer shall be responsible for any and all repairs to <br />Arlo Lane that may be caused as a result of said development, including new concrete curb and <br />gutter, aggregate and bituminous base, and bituminous surfacing as may be needed. <br />2. Lois Lane currently exists as an older bituminous street with no curb and gutter (bituminous curbing), <br />and no existing utilities. The extension of sanitary sewer and water from their existing termination <br />points on Lois Lane at the east lirnit of the site is proposed. Sanitary sewer and water services should <br />therefore be extended to each lot (Lots 7-12) from the newly constructed mains. Extension of sanitary <br />sewer and water services to the two proposed lots (Lots 1 and 2, Block 2) at the southwest corner of <br />Country Lane and Lois Lane should also be provided and shown. <br />The proposed watermain connection point on Lois Lane currently exists as a dead end main, and will <br />be extended even further in length as a dead end. We are evaluating the system at this location to <br />verify that existing pressures and flow rates at this location are adequate. <br />4. As a result of the utility main construction, the developer shall restore Lois Lane by complete <br />reconstruction with concrete curb and gutter and new bituminous surfacing (i.e., the street shall be <br />reconstructed to City of Lino Lakes standards). Said reconstruction shall be identified and provided <br />on the plans. <br />• 5. Concrete curb and gutter shall be identified as D412. <br />
