Memorandum <br />To: Michael Grochalla <br />CC: Jeff Smyser <br />From: Marty Asleson <br />Date: 2/4/2003 <br />Re: Staff Report Recommendations/Bruggeman and Living Waters Luther <br />Church/Environmental Board Meeting, January 29, 2003 <br />Staff made the following Recommendations: <br />aan Development <br />tint 3 shows the Lake Protection areas, Zone 1 and 2 Protection <br />=irface water flow patterns, and Nigh Priority Protection areas. This <br />;site is in a Lake Protection Zone. Existing agricultural drainage <br />tls water for the most part to Baldwin Lake. A small area on the SE <br />cagier travels to Rice Lake. <br />Surface water issues are the most important issues on this site. Water is <br />ditched directly into Baldwin Lake. Surface water is proposed to be directed <br />into a new NURP pond. Water from this NURP pond will be discharged to <br />the existing ditch. Surface water information will have to be evaluated to <br />determine impacts, if any, to Baldwin Lake. <br />Given there is a gasoline service facility planned for the site, there should be <br />some structural plan for containment. <br />The Landscape Plan does not show landscaping for the proposed pond. <br />The plan should show this pond area with City of Lino Lakes Native Pond <br />and Drainage area seed mix. A suggestion should be made to obtain a <br />landscape company experienced in this type of landscape establishment <br />and maintenance. <br />1 <br />
