The preliminary plat is subject to the review and approval of Anoka County and the Minnesota <br />Department of Transportation. <br />2. The drainage and utility easement across the northeast portion of Lot 3 must be widened an additional <br />10 feet to accommodate the extension of sanitary sewer and water across the lot. The easement as <br />presently drawn does include the sanitary sewer and water. However, an additional 10 feet is needed <br />due to the depth of the sewer (over 20 feet), and the resulting trench depth and <br />construction/maintenance space required. <br />Grading Drainage and Erosion Control Plan <br />1. Because the site area exceeds one acre, the development falls under the new rules requiring an <br />NPDES permit. The developer shall be responsible for the permit application, documentation and <br />enforcement of the penuiit provisions, and full compliance in accordance with MPCA requirements. <br />Silt fence and erosion control measures are provided on the plan. <br />2. There are various numbers on Sheet 2 referring to grading notes on Sheet 3 that are plotted very <br />Tightly and easy to miss. The numbers should be darkened accordingly for better visibility. <br />3. The Pavement Design information shown at the bottom of Sheet 2 should refer to the commercial <br />street section on Sheet 3. <br />4. No additional runoff from the site shall enter upon neighboring properties. If grading requires any <br />work into the adjoining property, the Contractor shall be responsible for obtaining authorization as <br />needed. <br />5. A pavement section for the parking lot is provided on the plan. However, the site plan identifies <br />some portions of the drive and parking area as heavy pavement. The plan must distinguish between <br />the two and provide a pavement section for both types of pavement (heavy duty and other). <br />6. Storm sewer flared end inlet and outlet elevations at all ponds must be provided on the grading plan. <br />Drainage Calculations <br />Comments were provided in the August 7 review addressing drainage calculations. Following are additional <br />comments: <br />1 Emergency overflow locations and elevations for the ponds and infiltration areas have been identified <br />further. The downstream pond (pond furthest north - Pond 1) has an overflow shown at an elevation <br />of 897.0. Grading and overflow locations for the upstream ponds must be verified and shown to <br />assure that any possible downstream blockages or back-ups will not result in overflows that will <br />affect the building or other properties. <br />
