The developer should work with city staff to assure compliance with <br />lighting requirements, lighting for the parking area and light fixture <br />details. <br />i. The developer should provide details as to the size, placement, <br />shape and color of proposed planters to be used. <br />j. Loading areas must be designated and included in the rear of the <br />structure. <br />k. The utility -related modifications and comments, as set forth in the <br />City Engineer's memo, dated August 8, 2003, must be incorporated <br />into the final plans. <br />2. The Conditional Use Permit shall be limited to uses classified as <br />Automobile Repair -Minor defined in Section 1, Subd. 2 of the Lino Lakes <br />Zoning Ordinance as an establishment providing goods or services <br />related to automobiles such as car washes, repair businesses limited to <br />minor engineer repair, fluid changing, tire service and muffler repair and <br />other uses of similar character, but not including uses defined as a major <br />automobile business or automobile sales." <br />• 3. Parking spaces for vehicles waiting for repair should be designated <br />behind the structure and should be limited to no more than 48 hours per <br />vehicle. All other outside storage is prohibited. <br />4. Noises emanating from any use shall be in compliance with and regulated <br />by the MPCA, Minnesota Regulations MPC 7030, as amended, and City <br />code. <br />5. Any waste material resulting from any use must be disposed of in a <br />manner approved by the Minnesota State Fire Marshal, the MPCA, the <br />Department of Natural Resources, and the Zoning Administrator. <br />6. The developer should submit a copy of his Stormwater Pollution <br />Prevention Plan (SWPPP) to the City. <br />7. Approval from Rice Creek Watershed District will be needed before the <br />City can give final approval. <br />8. New MPCA rules, now in effect, require a grading permit for grading of <br />one acre or more. <br />9.
