(ii) Temporary access roads shall not exceed <br />twenty-five (25) feet in width and shall be <br />delineated by snow fencing or safety fencing. <br />(iii) An eight (8) inch deep cover of wood chip <br />mulch shall be placed over the temporary <br />access road to cushion the critical root zones <br />from compaction. <br />11) Building inspectors shall monitor the tree protection <br />measures at the time of routine inspections. <br />12) If tree replacement is required on the individual lot because <br />a tree which was to be saved was destroyed or damaged, <br />the applicant's forester or landscape architect, in conjunction <br />with the property owner, shall determine where the <br />replacement trees shall be installed. Replacement trees <br />shall not be placed on easements or street rights -of -way. <br />13) Prior to the issuance of a certificate of occupancy and <br />release of tree preservation security, the applicant's forester <br />or landscape architect shall certify to the City in writing the <br />final disposition of saved trees on the lot and that all the tree <br />protection measures identified on the tree preservation plan <br />were installed from the start of construction to the end of <br />construction and tree replacement is completed, if <br />necessary. <br />5. Buffer Yards. <br />a. Establishment. Space for buffering/screening plantings shall be <br />established along major highways, arterials, and collector streets in <br />accordance with the applicable provisions of the City's subdivision <br />regulations. <br />b. Screening Plan Required. For applicable subdivisions, a <br />comprehensive screening plan shall be submitted. The plan shall <br />identify all proposed buffer screening in both plan and sectional <br />view. <br />c. Timing/Responsibility of Installation. Weather permitting, all buffer <br />yards, berms, and/or plantings shall be constructed or planted prior <br />to the issuance of an occupancy permit. <br />d.
