Detached Outdoor Living Area. A flat surfaced seasonal outdoor room <br />intended for casual human use which may be screened but may not have <br />permanent structural walls or be covered by a permanent roof. <br />Development. The division of a parcel of land into two or more parcels; the <br />construction, reconstruction, conversion, structural alteration, relocation or <br />enlargement of any structure; any mining, excavation, landfill or land disturbance, <br />and any use or extension of the use of land. <br />District. A section or sections of the City for which the regulations and <br />provisions governing the use of buildings and lands are uniform for each class of <br />use permitted therein. <br />Dock (Boat Launch). A structure accessory to the principal use of the property <br />which extends into navigable waters and used for the launching, landing or <br />mooring of watercraft. <br />Dormitory. A building used as group living quarters for a student body or <br />religious order as an accessory use for a college, university, boarding school, <br />orphanage, convent, monastery or other similar institutional use. <br />Drainage. The removal of surface water or groundwater from land by drains, <br />grading or other means which include runoff controls to minimize erosion and <br />sedimentation during and after construction or development, the means for <br />preserving the water supply and the prevention or alleviation of flooding. <br />Drainage System. Any natural or artificial feature or structure used for the <br />conveyance, drainage, or storage of surface and/or underground water, <br />including, but not limited to, streams, rivers, creeks, ditches, channels, conduits, <br />gullies, ravines, washes, lakes or ponds and structures such as culverts, <br />drainage tile, dams, bridges and water storage basins. <br />Drainageway. Any natural or artificial watercourse, trench, ditch, swale or <br />similar depression into which surface water flows. <br />Drip Line. The farthest distance away from the trunk that rain or dew will fall <br />directly to the ground from the leaves or branches of the tree or one (1) foot per <br />one (1) inch of diameter, whichever is greater. <br />Drive -Through Facilities. A physical facility that permits customers to receive <br />services or obtain goods while remaining in their motor vehicles.
