d. Final Plan Application. The summary of the entire concept and <br />each Development Stage Plan in an integrated complete and final <br />plan. <br />2. Application Conference. Prior to filing of an application for PUD, the <br />applicant for the proposed PUD shall arrange for and attend a conference <br />with the Community Development Department. At such conference, the <br />applicant shall be prepared to generally describe the proposal for a PUD. <br />The primary purpose of the conference shall be to provide the applicant <br />with an opportunity to gather information and obtain guidance as to the <br />general suitability of the proposal for the area for which it is proposed and <br />its conformity to the provisions of this Ordinance before incurring <br />substantial expense in the preparation of plans, surveys and other data. <br />Neighborhood Meeting. The City strongly recommends the property <br />owner/applicant hold a neighborhood meeting for informal comment and <br />feedback prior to submitting a formal concept application. <br />3. The person applying for a planned unit development shall fill out and <br />submit to the Zoning Administrator an application form together with a fee <br />as established by City Council resolution. The request for planned unit <br />development shall be placed on the agendas of the Park Board, <br />Environmental Board, and Planning and Zoning Board according to the <br />City's deadline and meeting schedule. <br />4. Planned unit develop/rezoning application shall be posted and advertised <br />in accordance with Section 2, Subd. 1 of this Ordinance. <br />5. Planned unit development/conditional use permit applications shall be <br />posted and advertised in accordance with Sec. 2 Subd. 2.B. of this <br />Ordinance. <br />6. Public hearings shall be held at the PUD development stage. <br />7 General Concept Plan Application. <br />a. Purpose. The General Concept Plan provides an opportunity for <br />the applicant to submit an application and plan to the City showing <br />his basic intent and the general nature of the entire development <br />before incurring substantial cost. This Concept Plan provides an <br />opportunity for the proposal to be publicly considered at an early <br />stage.
