A south bound by-pass lane on 201h Avenue/CSAH 54 at Red Oak Lane shall be <br />constructed with this 3rd Addition. The applicant shall coordinate with Anoka County on <br />design and approval. <br />Easements <br />Standard drainage and utility easements are provided on all lot lines. Drainage and utility <br />easements were previously dedicated over the stormwater management areas on Outlot <br />D, NorthPointe. A Conservation Easement was also dedicated to RCWD over the <br />wetland and buffer areas on Outlot D, NorthPointe. <br />Public Land Dedication and Fees <br />The City will require a combination of land dedication and cash in lieu of land for the <br />entire NorthPointe development. NorthPointe 3rd Addition varies from the original <br />phasing plan and the parkland will now be dedicated with Phase IV (anticipated 2016). <br />So, Phases I, II, III, V and Outlot B (age -restricted multi -family complex) will pay <br />straight park dedication fees per unit at the time of each final plat. Phase IV will dedicate <br />5.04 acres of parkland, credit trail construction costs and collect or credit any remaining <br />cash balance associated with Phase IV. <br />NorthPointe 3rd Addition <br />1! 7 <br />41 lots x $2,500 = $102,500 <br />Zoning <br />NorthPointe 3rd Addition is zoned PUD-Planned Unit Development as approved by the <br />City Council with Ordinance No. 02-14. <br />Comprehensive Plan <br />The final plat is in compliance with the Comprehensive Plan in terms of the Resource <br />Management System, Land Use Plan, Housing Plan, and Transportation Plan. <br />Alternative Urban Areawide Review (AUAR) <br />The project site is within the 2005 I-35E Corridor AUAR and is subject to the AUAR <br />mitigation plan. The NorthPointe PUD Development Stage Plan/Preliminary Plat is <br />consistent with development Scenario 1 for residential medium density and complies <br />with the mitigation plan in regards to wetlands, water use, erosion and sedimentation, <br />surface water runoff, wastewater and transportation. The final plat for NorthPointe 3rd <br />Addition is also consistent with these plans. <br />
