ANALYSIS <br />The 2 parcels are approximately 9.7 acres and located east of Sunset Avenue/CR 53. The <br />disturbed area is approximately 1.1 acres and approximately 9,500 cubic yards (950 <br />loads) of granular material is anticipated to be excavated out of the borrow pit. <br />Approximately 3-4 truck trips per hour are expected during hours of operation. Maximum <br />depth of the borrow pit will be 14 feet with 4:1 and 3:1 slopes and a 10 foot wide safety <br />bench. <br />Excavation will run concurrently with the grading and fill needed for Century Farm <br />North 6th Addition and is anticipated to operate for 3-6 weeks starting late September. <br />The grading shall be in compliance with the approved grading plan for Century Farm <br />North 6th Addition. <br />The borrow pit will remain open and seeded similar to a stormwater pond. Future <br />development of the Morell parcels may require filling in the borrow pit if the area is to be <br />dedicated to the City for additional parkland. <br />Access <br />Material between the borrow pit and Century Farm North 6th Addition will be transported <br />across undeveloped city park property. A temporary access easement will be required. <br />Equipment and vehicles shall not use the improved section of Robinson Drive for access <br />to the borrow pit. The hauling, dumping and grading of excavated materials shall occur <br />within the boundaries of Century Farm North 6th Addition. Materials are not to be <br />exported outside these boundaries. Truck traffic would not access CR 53 except for <br />mobilization, refueling and maintenance. <br />Wetlands <br />Wetlands are shown on the plan sheet and do not appear to be impacted by the borrow <br />pit. Per RCWD CAPROC #15-018 dated March 11, 2015, a wetland delineation was <br />completed onsite in 2013 by Wenck Associates and runs along the western, northern, and <br />southwestern border of the borrow pit site. The estimated wetland boundary is shown to <br />be sufficiently distant from the proposed areas of disturbance; further, the proposed <br />project will not impact any wetlands. <br />Public Ditch <br />Public ditch ACD 10-22-32 bisects the property north to south and the borrow pit is to the <br />east of the ditch. RCWD CAPROC #15-018 dated March 11, 2015 requires the extent of <br />the project in the borrow area include a 16.5 foot setback from the adjacent ditch bank. <br />
