COUNCIL MINUTES July 27, 2015 <br />DRAFT <br />91 Council Member Roeser moved to waive the full reading of Ordinance No. 04-15. Council Member <br />92 Rafferty seconded the motion. Motion carried on a voice vote. <br />93 <br />94 Council Member Roeser moved to approve the 2nd Reading and adoption of Ordinance No. 04-15 as <br />95 presented. Council Member Kusterman seconded the motion. Motion carried: Yeas, 5; Nays none. <br />96 <br />97 3B) Consider Appointment of Finance Director — City Administrator Karlson explained that <br />98 upon the resignation of former Finance Officer Al Rolek, the city advertised to fill that position. An <br />99 appropriate number of applications were received and reviewed and several individuals were <br />100 interviewed. At this time, Mr. Karlson said, he is recommending that the council approve the hiring <br />101 of Sarah Cotton. He explained his recommendation to begin Ms. Cotton at the third step on the salary <br />102 range. <br />103 <br />104 Counciol Member Kusterman moved to approve the appointment of Sarah Cotton as recommended <br />105 and contingent upon formal receipt of the background check process. Council Member Roeser <br />106 seconded the motion. Motion carried on a voice vote. <br />107 <br />108 3C) Consider Approval of Amendment No. 1 of the Connectivity Services Agreement with <br />109 Anoka County — City Administrator Karlson explained that the city has an agreement with Anoka <br />110 County relating to connectivity to the countywide broadband network. The amendment before the <br />111 council would renew the agreement through year 2020. <br />112 <br />113 Mayor Reinert noted that the council has already discussed costs and options for connectivity as well <br />114 as options for the city to withdraw as needed. He feels that the council should have some more <br />115 discussions about the system overall, but understanding the options for withdrawal from the <br />116 agreement, the council appears to be comfortable authorizing the renewal of the agreement. <br />117 <br />118 Council Member Roeser moved to approve Amendment No. 1 of the Connectivity Agreement with <br />119 Anoka County. Council Member Kusterman seconded the motion. Motion carried on a voice vote. <br />120 <br />121 3D) Consider Approval of Centennial Fire District (CFD) Steering Committee's <br />122 Recommendation to hire Harlan Lundstrom as Fire Chief — City Administrator Karlson reviewed <br />123 the written report noting the review process, hiring recommendation and proposed salary. The process <br />124 requires that each CFD member city officially approve the hiring. <br />125 <br />126 Mayor Reinert noted that the recommended candidate has another fire chief job in a town near Ely, <br />127 Minnesota and he is required to be there every weekend. At the work session the council discussed <br />128 making a departure from that other job a requirement for this CFD chief position. If that is a part of <br />129 the action, the council should clarify a deadline. <br />130 <br />131 Council Member Rafferty moved to approve the CFD Steering Committee recommendation to hire <br />132 Harlan Lundstrom with the condition that he is not an active member of another fire department by <br />133 October 1, 2015. Council Member Stoesz seconded the motion. Motion carried on a voice vote. <br />134 <br />135 <br />3 <br />
