CITY COUNCIL <br />AGENDA ITEM 6A <br />STAFF ORIGINATOR: Diane Hankee, City Engineer <br />MEETING DATE: July 27, 2015 <br />TOPIC: 2015 Mill and Overlay project, County Road J coordination with <br />Ramsey County <br />VOTE REQUIRED: 3/5 <br />INTRODUCTION <br />Staff is seeking direction to enter into a Memorandum Of Understanding (MOU) with Ramsey <br />County for roadway maintenance on County Road J. <br />BACKGROUND <br />Ramsey County and the City of Lino Lakes share two segments of County Road J. The City <br />owns the north half of the roadway and the County owns the south half of the roadway: <br />1. County Road J (East Segment) Sargent Court to Bald Eagle Lake Boulevard <br />2. County Road J (West Segment) Centerville Road to Otter Lake Road <br />The East Segment of roadway is within the area planned for maintenance as part of the 2015 <br />Mill and Overlay project. City and County staff met early this spring to discuss a cost share <br />agreement for the East Segment. It was originally agreed upon to split the cost of the East <br />Segment. The City would bid the project and Ramsey County would reimburse the City for <br />their share of the roadway. We were recently notified that Ramsey County cannot commit to <br />cost share on East Segment in time for construction. <br />Ramsey County is planning an improvement project on the West Segment of County Road J <br />and has offered to fund 100% of the West Segment if the City in turn completes the East <br />Segment. These segments are approximately the same in value. Proposed 2015 Mill and <br />Overlay project options: <br />1. MOU with Ramsey County in which they fund and complete improvements to <br />the West Segment of County Road J (reclaimation project), and the City of Lino <br />Lakes will fund and complete improvements to the East Segment of County <br />Road J (reclaimation project). Note the City has already awarded this work to <br />Valley Paving, Inc. and it is included within our maintenance project and budget. <br />2. Change order to remove County Road J from the 2015 Mill and Overlay project. <br />
