A south bound by-pass lane on 20th Avenue/CSAH 54 at Red Oak Lane shall be constructed with <br />this 3rd Addition. The applicant shall coordinate with Anoka County on design and approval. <br />Easements <br />Standard drainage and utility easements are provided on all lot lines. Drainage and utility <br />easements were previously dedicated over the stormwater management areas on Outlot D, <br />NorthPointe. A Conservation Easement was also dedicated to RCWD over the wetland and <br />buffer areas on Outlot D, NorthPointe. <br />Public Land Dedication and Fees <br />The City will require a combination of land dedication and cash in lieu of land for the entire <br />NorthPointe development. NorthPointe 3rd Addition varies from the original phasing plan and <br />the parkland will now be dedicated with Phase IV (anticipated 2016). So, Phases I, II, III, V and <br />Outlot B (age -restricted multi -family complex) will pay straight park dedication fees per unit at <br />the time of each final plat. Phase IV will dedicate 5.04 acres of parkland, credit trail construction <br />costs and collect or credit any remaining cash balance associated with Phase IV. <br />NorthPointe 3rd Addition <br />41 lots x $2,500 = $102,500 <br />Zoning <br />NorthPointe 3rd Addition is zoned PUD -Planned Unit Development as approved by the City <br />Council with Ordinance No. 02-14. <br />Comprehensive Plan <br />The final plat is in compliance with the Comprehensive Plan in terms of the Resource <br />Management System, Land Use Plan, Housing Plan, and Transportation Plan. <br />Alternative Urban Areawide Review (AUAR) <br />The project site is within the 2005 I -35E Corridor AUAR and is subject to the AUAR mitigation <br />plan. The NorthPointe PUD Development Stage Plan/Preliminary Plat is consistent with <br />development Scenario 1 for residential medium density and complies with the mitigation plan in <br />regards to wetlands, water use, erosion and sedimentation, surface water runoff, wastewater and <br />transportation. The final plat for NorthPointe 3rd Addition is also consistent with these plans. <br />Floodplain <br />The current 1982 FEMA FIRM indicates Zone A floodplain potentially affecting Lots 4-6, Block <br />4, NorthPointe 3rd Addition. The applicant has applied for and received a Conditional Letter of <br />3 <br />
