PUBLIC HEARING to consider Conditional Use Permit – Morell Earth <br />Moving/Borrow Pit Excavation at 7860 Sunset Avenue <br /> <br />Katie Larsen, City Planner, presented the staff report. Staff recommends approval of the <br />conditional use permit. <br /> <br />Mr. Hyden asked if the trucks are going to be parked on-site and Chair Tralle questioned <br />if the trucks will be fueled on site. Ms. Larsen confirmed that the trucks will be parked <br />and fueled on-site. <br /> <br />Mr. Masonick and Mr. Laden had some questions for staff regarding the depth and <br />drainage of the pits. Ms. Larsen and Diane Hankee, City Engineer, discussed drainage on <br />the property and explained that it is already being accommodated by the stormwater <br />management system in place. <br /> <br />Chair Tralle and Mr. Kassner conferred with staff if the new buffer zone that the <br />governor is proposing would come into play with this project. It would not. <br /> <br />Chair Tralle declared the Public Hearing open at 6:47 p.m. <br /> <br />Applicant Jeff Morell, 7860 Sunset Avenue, discussed an existing earth berm on the <br />property as well as drainage. Mr. Morell also expressed his appreciation for the help he <br />has received from city staff. <br /> <br />Eddie Turner, 12270 Sunset Avenue, Blaine, was curious about the Century Farms North <br />development. Chair Tralle and city staff provided Mr. Turner with some basic <br />information about the development and offered to send him further information. <br /> <br />Mr. Hyden made a MOTION to close the Public Hearing at 6:53 p.m. Motion was <br />supported by Mr. Evenson. Motion carried 6 - 0. (Tralle abstained) <br /> <br />Mr. Hyden made a MOTION to recommend approval of the conditional use permit, <br />based on the following conditions: <br /> <br />1. All comments from the City Engineer letter dated August 4, 2015 shall be addressed. <br />2. A Temporary Access Easement shall be drafted by the applicant and submitted to the <br />City for review and recording. <br />3. A Development Agreement shall be drafted by the City and executed by both parties <br />and recorded. <br />4. Soil borings for the borrow pit area shall be submitted. <br />5. Traffic Generation: <br />a. Equipment and vehicles shall not use the improved section of Robinson Drive <br />for access to the borrow pit.
