The hauling, dumping and grading of excavated materials shall occur within <br />the boundaries of Century Farm North 6th Addition. <br />c. Materials shall not be exported outside these boundaries. <br />d. Truck traffic shall not access CR 53 except for mobilization, refueling and <br />maintenance. <br /> <br />Motion was supported by Mr. Kassner. Motion carried 6 - 0. (Tralle abstained.) <br /> <br />B. Final Plat for NorthPointe 3rd Addition <br /> <br />Ms. Larsen presented the staff report. Staff recommends approval of the plat. <br /> <br />Mr. Masonick asked how many lots were in NorthPointe 1st and 2nd Addition. Ms. <br />Larsen responded with the lot amounts. <br /> <br />Larry Olson of Emmerich Development Corporation approached the podium to answer <br />any questions. Mr. Evenson questioned the amount of lots being built, as there was <br />originally scheduled to be 90 lots built during this phase. Mr. Olson explained that they <br />altered their approach in order to advance construction. In the end they will still have the <br />same amount of lots in the development as originally planned. <br /> <br />Mr. Laden wondered if they are issuing permits in phase two yet. Ms. Larsen said that <br />they have not started issuing permits yet. Mr. Olson pointed out that they have begun <br />staking the houses, but they can’t start issuing permits until the curb, gutter and blacktop <br />is in. <br /> <br />Mr. Masonick asked what percentage of the lots are already spoken for. Mr. Olson didn’t <br />have an exact percentage, but estimated that they have sold about 3/4 of the lots in phase <br />one and about 2/3 of the wide lots in phase two. <br /> <br />Mr. Hyden made a MOTION to recommend approval of the NorthPointe 3rd Addition <br />Final Plat, subject to the following conditions: <br /> <br />1. All comments from City Engineer letter dated August 4, 2015 shall be addressed. <br />2. All comments from MNDOT letter dated July 20, 2015 shall be addressed. <br />3. A Development Agreement shall be drafted by the City, executed by the City and the <br />developer and recorded by the developer. <br />4. The Phasing Plan shall be revised to reflect changes from the original plan. <br />5. A south bound by-pass lane on 20th Avenue/CSAH 54 at Red Oak Lane shall be <br />constructed. <br />a. The applicant shall coordinate with Anoka County on design and approval. <br />b. The approved construction plans shall be submitted to the City. <br />6. A FEMA Letter of Map Revision shall be required by the City prior to any building <br />permits being issued on lots affected by the floodplain. <br />7. Title Commitment: <br />a. Shall be updated
