Land Use Plan <br />Per the City's Comprehensive Plan, the project site is guided for both High Density <br />Residential (6.0-10.0 DU per acre) and Mixed Use (8.0 to 15.0 DU per acre). <br />Approximately 60 percent of the Mixed Use area is expected to accommodate residential <br />development at approximately 8 to 15 units per acre. The remaining 40 percent is to <br />accommodate commercial development. North Oaks is proposing all residential <br />development and no commercial. <br />Per page 3-17 of the Comprehensive Plan, the mix of commercial and residential uses <br />will vary for each site. It is important to note that the mixed -use percentages are <br />preliminary and are intended to serve as a guide for future decision -making. As plans for <br />specific mixed use areas are refined, suggested density, total units, and the <br />residential/commercial split may be revised. To best serve the community's changing <br />needs and market conditions, flexibility in these areas is essential. Gross and net acreages <br />for mixed use development represent the potential for new mixed use development, and <br />do not account for existing mixed use development projects in the city. <br />The proposed development is not consistent with the Comprehensive plan for density as <br />noted on page 2. The need for commercial development needs to be further discussed. <br />Housing Plan <br />Goals of the Housing Plan are: <br />• Goal 3: Ensure housing development is compatible with existing and adjacent <br />land uses and provides accessibility to key community features and natural <br />amenities. <br />• Goal 5: Improve availability of affordable and life -cycle housing. <br />• Goal 6: Enhance opportunities for senior housing. <br />The proposed development is consistent with the goals of the Housing Plan by providing <br />life -cycle and senior housing. Trail corridors and sidewalks shall provide access to <br />natural amenities and commercial nodes. <br />Economic Development Plan <br />Goals of the Economic Development Plan are: <br />• Goal 1: Expand and diversify the city's tax base by encouraging mixed -use and <br />nodal development to lessen the tax burden on residential properties. <br />• Goal 2: Work with developers to identify innovative strategies for attracting entry <br />level and smaller entrepreneurial businesses to Lino Lakes. <br />• Goal 3: Attract and encourage new light industrial, high tech, business and <br />professional services enterprises and maintain and expand existing businesses in <br />Lino Lakes. <br />7 <br />
