Shoreland District <br />The subject property is located within the Shoreland Management Overlay District of <br />Wilkinson Lake and Amelia Lake. Both lakes have been established as natural <br />environment lakes by the DNR. The proposed development provides a transition from <br />lower density (single family lots) along Wilkinson Lake and the wetlands to higher <br />densities along CSAH 21 (twin homes and townhouse). The regulations of the shoreland <br />district (Chapter 1102) shall apply to the entire development. The specific regulations of <br />the PUD shoreland district (Section 1102.13) shall apply to the twin home and townhome <br />development. <br />Growth Management Policy <br />Per the Comprehensive Plan (page 3-27), an annual average of 230 units per year over <br />each 5 year phasing period not to exceed 345 units in any 1 year is allowed. At the end <br />of the 5 year phasing period unallocated units will be averaged out over the next 5 years. <br />A phasing plan shall be required to insure consistency with this requirement. <br />PUD Development Stage Plan/Preliminary Plat <br />The City's review and comments on the concept plan's relation to the Comprehensive <br />Plan and development regulations does not grant any rights to the applicant to develop <br />the property as depicted by the concept plan. <br />A land use application for PUD Development Stage Plan/Preliminary Plat shall be <br />required. <br />Additional comments: <br />General <br />• North Oaks Company, LLC owns approximately 60 acres of land to the west of <br />the proposed development. A ghost plat or master development plan consistent <br />with required residential densities shall be submitted for this area. <br />• North Oaks Company, LLC should consider including this property in the plat as <br />an outlot for future development to eliminate remnant parcels and fragmented <br />growth. <br />• North Oaks Company, LLC should also consider working with St. Paul Water <br />Works on the potential on deeding their property to North Oaks Company and <br />obtaining an easement. <br />Certificate of Survey: <br />• The approximate wetland area square foot to acres calculation is not correct. <br />• The wetland area shall only be for wetland within the boundaries of the proposed <br />plat. <br />11 <br />
