CITY COUNCIL WORK SESSION October 26, 2015 <br />APPROVED <br />1 CITY OF LINO LAKES <br />2 MINUTES <br />3 <br />4 DATE : October 26, 2015 <br />5 TIME STARTED : 6:00 p.m. <br />6 TIME ENDED : 6:25 p.m. <br />7 MEMBERS PRESENT : Council Member Stoesz, Rafferty, Roeser <br />8 and Mayor Reinert <br />9 MEMBERS ABSENT : Council Member Kusterman <br />10 <br />11 <br />12 Staff members present: City Administrator Jeff Karlson; Community Development <br />13 Director Grochala; City Planner Katie Larsen; City Engineer Diane Hankee; Deputy <br />14 Director of Public Safety -Police Kelly McCarthy; Community Development Intern Keith <br />15 Dahl <br />16 <br />17 Review Regular City Council Agenda of October 26, 2015- <br />18 <br />19 - 1A) City Expenditures — Council Member Rafferty noted the FEMA Bonuses <br />20 listed as expenditures. Administrator Karlson gave a brief explanation of the <br />21 program that provides those bonuses. <br />22 <br />23 - 4A) Accepting Traffic Safety Grant — Deputy Police Chief McCarthy explained <br />24 that the action is to request renewal of the grant. It was confirmed that it is a four - <br />25 year program and the city is about six months in. Mayor Reinert suggested that <br />26 it would be prudent for the council to review how this is working for the city at <br />27 certain periods during the grant term. <br />28 <br />29 - 6A) Adopting Special Assessments for Individual Utility Connections — Engineer <br />30 Hankee reviewed the three properties where connections have been voluntarily <br />31 requested and that would be fully assessed for the costs. She noted that one of <br />32 the projects is the new Gracewood Assisted Living Facility and that assessment is <br />33 substantial. <br />34 <br />35 As part of the discussion, the council requested an update on the review of charges <br />36 for the Fiesta Cancun Restaurant. The charges to that property have actually be <br />37 reduced by about one-half. <br />38 <br />39 - 6E) Vacation of Drainage and Utility Easements for NorthPointe Development — <br />40 Planner Larsen review the requested vacations. In this case, the developer is <br />41 requesting the vacation of an early action on easements in order to clear the title. <br />42 Staff supports the request because there are proper easements in place and those <br />43 that would be vacated are actually overlapping. <br />44 <br />1 <br />
