COUNCIL MINUTES October 26, 2015 <br />APPROVED <br />164 6G) Resolution No. 15-125, Accepting Bids and Awarding Contract, Well No. 6 Pumphouse — <br />165 Community Development Director Grochala reviewed the process and bid results. There were two <br />166 qualified bids received. Staff is recommending approval of only the base bid, not the alternate for a <br />167 steel roof which is now seen as less practical and less fitting to the neighborhood. <br />168 Council Member Roeser moved to approve Resolution No. 15-125 as presented. Council Member <br />169 Stoesz seconded the motion. Motion carried on a voice vote. <br />170 611) Resolution 15-121, Approving Payment No. 3 and Final for the 2014 Mill and Overlay <br />171 Project- City Engineer Hankee explained the final payment and the final cost of the project. The <br />172 project did come in under budget. <br />173 Council Member Rafferty noted that there were a couple of issues during the project but he is glad to <br />174 see it is coming to a good conclusion. He thanked staff for their efforts in that work. <br />175 Council Member Roeser moved to approve Resolution No. 15-121 as presented. Council Member <br />176 Stoesz seconded the motion. Motion carried on a voice vote. <br />177 6I) Public Hearing: Consider Resolution No. 15-122, Adopting Special Assessments 2015 <br />178 Weed Abatement - Community Development Director Grochala explained that the assessments relate <br />179 to services provided to individual properties where work was required but not accomplished by the <br />180 property owner. People are given the opportunity to do the work on their own but if the city ends up <br />181 doing the work, charges are appropriate and are attached to the taxes if not paid. There are just two <br />182 properties involved. <br />183 Mayor Reinert opened the public hearing. There being no one present wishing to speak, the public <br />184 hearing was closed. <br />185 At council request, staff explained the process used with foreclosure properties. <br />186 Council Member Roeser moved to approve Resolution No. 15-122 as presented. Council Member <br />187 Stoesz seconded the motion. Motion carried on a voice vote. <br />188 6J) Chapter 1011 City Code Amendment: i. Consider 2nd Reading of Ordinance No. 09-15, <br />189 Amending City Code Section 1011, entitled Stormwater and Erosion and Sediment Control; ii. <br />190 Consider Resolution No. 15-123, Approving Summary Publication of Ordinance No. 09-15 — <br />191 Community Development Director Grochala explained that the ordinance is presented for 2nd Reading <br />192 and passage by the council. It will bring the city's language up to date and in conformance with <br />193 recently adopted watershed standards. The resolution would allow for summary publication of a <br />194 lengthy ordinance. <br />195 Council Member Rafferty moved to waive the fully reading of Ordinance No. 09-15. Council Member <br />196 Stoesz seconded the motion. Motion carried on a voice vote. <br />197 Council Member Rafferty moved to approve the 2nd Reading and Adoption of Ordinance No. 09-15 as <br />198 presented.
