AGENDA ITEM 71 <br />STAFF ORIGINATOR: Michael Grochala <br />DATE: 10/13/03 <br />TOPIC: Resolution No. 03-181 Authorizing Engineering and <br />Architectural Services for Woods Edge (Village) <br />Development <br />BACKGROUND: <br />SEH has submitted a proposal and timetable for the completion of a Feasibility <br />Report and Preliminary Design for the Woods Edge development. The scope of <br />services will include establishing right-of-way corridors for the project, defining <br />the extent of improvements needed for Lake Drive, and preparing a report that <br />evaluates the feasibility of installing public improvements. The scope of services <br />includes four tasks: <br />1. Concept Plan Refinement $19,897 <br />2. Preliminary Design $31,717 <br />3. Project and Agency Coordination $23,598 <br />4. Feasibility Report $24,402 <br />Total: $99,614 <br />Concept Plan Refinement includes assisting the city with architectural <br />treatments, street layouts, traffic patterns and parking. Preliminary Design work <br />includes layouts for utilities, streetscape, landscape and street lighting. Project <br />and Agency Coordination will consist of progress meetings with the city, <br />developer, and public agencies such as Rice Creek Watershed, Anoka County <br />and Mn/DOT. The Feasibility Report will be prepared that incorporates the <br />preliminary design features, documents the extent of agency involvement, and <br />can be used as the basis for a public improvement hearing. <br />Hartford Group has agreed to pay 80% of the cost ($79,691) based on a <br />prorated portion of land that they control. The city's portion of the costs ($19,923) <br />will be paid through the remaining Livable Communities money available from <br />the 1997 grant and 2003 economic development funds budgeted for this project. <br />OPTIONS: <br />1. Adopt Resolution No. 03-181 authorizing Engineering and Architectural <br />Services for Woods Edge <br />2. Return to staff for further consideration <br />RECOMMENDATION: <br />Option 1 <br />
