ff5EH <br />October 8, 2003 <br />3535 Vadnais Center Drive, St. Paul, MN 55110-5196 651.490.2000 651.490.2150 FAX <br />architecture engineering environmental • transportation <br />Mr. Mike Grochala <br />Community Development Director <br />City of Lino Lakes <br />600 Town Center Parkway <br />Lino Lakes, MN 55014 <br />Dear Mr. Grochala: <br />RE: Lino Lakes, Minnesota <br />Legacy at Woods Edge <br />Agreement for Feasibility Study and <br />Preliminary Design <br />SEH No. P-LINOL0402.00 <br />This letter proposal forms the basis of an Agreement between the City of Lino Lakes and SEH for <br />completion of a Feasibility Report and Preliminary Design related to the proposed land use development <br />on property that is herein referred to as the Legacy at Woods Edge. <br />Background <br />The Legacy at Woods Edge is a proposed mixed-use development that includes commercial (downtown <br />retail), high density residential, and recreational facilities (YMCA). The proposed site is approximately <br />40 acres in size, is adjacent to the City Hall complex, and is bounded by I -35W on the north, Lake Drive <br />(CSAH 23) on the west, and Rice Creek Chain of Lakes Park Reserve on the east. <br />There is a bank building and a clinic within the project area abutting the east side of Lake Drive, and <br />both buildings are to be preserved and incorporated into site development. The City has reached an <br />agreement with the YMCA to include a facility in the overall development plan. Approximately 29.5 <br />acres within the site are privately owned (the Tagg property) and the Hartford Group has negotiated a <br />purchase agreement for the property. The City owns the remaining property. <br />SEH is in the process of completing an Environmental Assessment Worksheet (EAW) for the project <br />and is also completing a traffic study of the adjacent Lake Drive corridor. <br />Scope of Services <br />A detailed Scope of Services is attached to this proposal as Exhibit A. The Scope of Services identified <br />will be used to establish right-of-way corridors for the project, to define the extent of improvements <br />needed for Lake Drive, and to prepare a report that evaluates the feasibility of installing public <br />improvements to support development of the site. Our proposed Scope of Services is summarized as <br />follows: <br />Concept Plan Refinement <br />We will perform a preliminary survey of Lake Drive and gather available digital site mapping data from <br />the City and the Hartford Group to prepare a digital base map for the site. We will review the Lino <br />Lakes Town Center Design and Development Guide, as prepared by Calthorpe Associates, to identify <br />features and amenities that can be incorporated into the overall site plan. We will assist the City in <br />reviewing architectural treatments and features proposed by the developer.
