AGENDA ITEM 7D <br />STAFF ORIGINATOR: John Powell, City Engineer <br />COUNCIL MEETING DATE: August 13, 2001 <br />TOPIC: Resolution No. 01-114, Order Preparation of Expanded Feasibility <br />Report for the Lino Lakes Marketplace Improvements. <br />VOTE REQUIRED: 3/5 Vote Required <br />BACKGROUND: <br />The City received a petition from Ryan Companies US, also signed by Glenn <br />Rehbein, requesting public improvements to serve the proposed Lino Lakes <br />Marketplace site. The petition requested the following improvements: <br />1. Traffic signal at Lake Drive/Apollo Drive. <br />2. Construction of roadway, storm sewer, sanitary sewer, and water <br />from the Lake Drive/Apollo Drive intersection to 745 feet east. <br />In response to this petition, the report was ordered at the May 14, 2001 City <br />Council meeting. Since that time, the Lino Lakes Marketplace site plan has <br />changed and the City and developer have received additional information from <br />-- Anoka County regarding site access issues. Specifically, the County has <br />indicated they would issue a permit for a proposed second access to Lake Drive <br />at the extreme northwest corner of the Marketplace site if certain improvements <br />are made to Lake Drive. These improvements would include a traffic signal at <br />the second access; turn lanes; bypass lanes; roadway widening; and median <br />construction. These improvements are significantly beyond the scope of the <br />original City Council action on the report so additional action regarding the <br />Feasibility Report is requested. <br />OPTIONS: <br />1. Return to staff for further review. <br />2. Adopt Resolution No. 01-114, Order Preparation of an expanded Feasibility <br />Report for the Lino Lakes Marketplace Improvements. <br />RECOMMENDATION: <br />Option No. 2 - Staff recommends that Resolution No. 01-114 be adopted. <br />
