AGENDA ITEM 7F STAFF ORIGINATOR: John Powell, City Engineer COUNCIL MEETING DATE: August 13, 2001 TOPIC: Resolution No. 01-117, Receive Bids and Award Construction Contract, 2001 Sealcoat Program VOTE REQUIRED: 3/5 Vote Required BACKGROUND: Sealed bids were received and publicly opened at 10:00 a.m. on July 24, 2001. The results of the bid opening are presented below. City Council action is required to award a construction contract to the lowest responsible bidder. Contractor Amount of Bid Pearson Bros., Inc $ 97,559.00 Allied Blacktop Co. $ 98,813.00 Astech Corp. $ 118,025.50 Engineer's Estimate $ 87,425.00 The low bid is approximately 11% above the Engineer's Estimate for this project. Per the attached recommendation, the additional cost is due to a significant increase in the cost of aggregate. Roadways in the project include both new streets that were paved about 2 or 3 years ago, and other City streets on a 5 to 7 year cycle. Based on the unit prices of the low bidder, the funding allocation is as follows: Funding Source Amount Sealcoat and Wearing Course Fund (newer streets) $ 38,043.75 Street Department -Contracted Services (5-7 year cycle) $ 59,515.25 Total $ 97,559.00 The completion date for placement of asphalt and rock chips is August 31, 2001; the completion date for sweepings is September 29, 2001 OPTIONS: 1. Return to staff for further review. 2. Adopt Resolution Number 01-117, receive bids and award a construction contract to Pearson Bros., Inc. for the 2001 Sealcoat Program. 3. Not adopt Resolution No. 01-117. RECOMMENDATION: Option No. 2 - Staff recommends adoption of Resolution Number 01-117.
