Centennial School District - Elementary School <br />Site and Building Plan Review/Conditional Use Permit <br />September 24, 2001 <br />Page 4 <br />the property. This issue should however, be subject to further comment by the City <br />Engineer. <br />In regard to vehicular circulation, some concerns exist regarding the necessary backing <br />maneuvers of buses in the designated bus parking lot. Such maneuvering creates a <br />conflicting traffic pattern and raises safety concerns. <br />Pedestrian and Bicycle Traffic: Pedestrian access to the school will be provided via an <br />extension of the Middle School trailway/sidewalk system and is separated from bus <br />traffic. <br />The submitted site plan does not illustrate bicycle rack locations. It is recommended that <br />bicycle racks be provided which allow students safe lockage of bicycles within <br />convenient distance of the school's entries. As a condition of site and building <br />plan/conditional use permit approval, the site plan should be revised to illustrate bicycle <br />rack locations. <br />Building Height: The two story elementary school measures 30'-5" in height and <br />complies with the maximum 45 foot height requirement imposed in the PSP District. <br />Building Materials: As shown on the submitted building elevations, the school will be <br />finished in materials and colors that will match the nearby middle school. The base of <br />the building will be finished in red face brick with textured EFIS (tan) being provided on <br />the upper half of the structure. Smooth EIFS (tan) has been provided as an accent to the <br />upper half of the gymnasium portion of the building. <br />The proposed building materials meet the requirements of Section 3 Subd. 4.B of the <br />ordinance and complement the materials and colors of the adjacent middle school. <br />Phasing: The submitted site plan does not illustrate any future expansion possibilities <br />for the school. If a future phase (or phases) is anticipated, its location should be <br />identified on the site plan. <br />Parking: The standards for calculating the off-street parking requirements for <br />elementary schools are outlined in Section 3, Subdivision 5 of the Ordinance.
