McDonald's <br />Site and Building Plan Review <br />October 22, 2001 <br />Page 2 <br />ANALYSIS <br />Zoning: The property is zoned Planned Development Overlay District (PDO). <br />The underlying zoning district is SC, Shopping Center. <br />Vehicular Traffic: Access to the site is provided via a service road extended <br />southerly from the proposed Apollo Drive extension. <br />Building: McDonald's is proposing to construct a restaurant of approximately <br />3,870 square feet. The proposed building exterior, as shown in the attached <br />building elevations, is consistent with the "retro" design previously approved by <br />the Town Center Committee in April of 1999. <br />Parking: The standards for access and traffic circulation are outlined in Section <br />3, Subdivision 5 of the Zoning Ordinance. A total of 58 parking spaces are <br />required based on 15 spaces per 1,000 square feet of gross floor area. 72 <br />spaces are provided, including three handicap accessible spaces in conformance <br />with the Americans with Disabilities Act (ADA) requirements. The dimensions of <br />the parking stalls and drive aisles are in conformance with City requirements. <br />Trash Enclosure: Trash and recycling handling activities are to occur in an <br />enclosed area on the northeast side of the site. Architectural design of the <br />enclosure should be provided i.e., construction material, height. <br />Lighting: The applicant's submission did not include a photometric lighting plan <br />nor does the site plan illustrate exterior lighting locations. According to Section 3. <br />Subd. 4.H of the Zoning Ordinance, any lighting used to illuminate an off-street <br />parking area must be hooded and arranged to deflect light away from public <br />streets and adjacent properties. <br />As a condition of site and building plan approval, a photometric plan and light <br />fixture details should be submitted subject to review and approval by the City. <br />Signage: The pylon sign located in the southwesterly corner of the site was <br />approved as part of the original site plan on April 26, 1999. The sign is forty (40) <br />feet in height with a total surface area, exclusive of the trademark golden arches, <br />of 76 square feet. No revision has been submitted or requested. <br />Wall signage is proposed to consist of two 126 square foot signs located on the <br />west and east faces of the building as well as a trademark golden arch on the <br />north and south sides of the building. The signs are depicted on the attached <br />building elevations. The underlying SC, Shopping Center District sign <br />requirements only allows one wall sign, not to exceed 100 square feet.
