McDonald's <br />Site and Building Plan Review <br />October 22, 2001 <br />Page 3 <br />is integral to the "retro" design, previously approved by the Town Center <br />Committee, staff is comfortable with the wall signs as proposed. <br />Landscaping: The landscaping plan is generally consistent with the plan <br />previously approved. Proposed tree types include Swamp White Oak (4), <br />Northern Pin Oak (5), Norway Compact Pine (6), Quaking Aspen (12), White <br />Spire Birch (5) and Coralburst Crabapple (3). A wildflower wetland seed mix is <br />proposed within the infiltration basins. <br />Staff is recommending that the four White Spire Birch, located within the parking <br />lot islands, be replaced with a tree type more suitable to these specific locations. <br />The four Quaking Aspens, located in the southeast corner of the site, should be <br />relocated to allow for the future southerly extension of the service road. <br />Additionally, those areas scheduled for native plantings and those for sod should <br />be delineated on the landscaping plan. Irrigation must be provided for all sodded <br />areas. A revised landscaping plan should be submitted that incorporates these <br />comments. <br />Tree Preservation: Four (4) existing oak trees are proposed to be preserved as <br />part of the site development. As a condition of site and building plan approval, a <br />tree preservation plan should be submitted. The existing tree inventory, dated <br />_ March 26, 1999 should be overlaid with the revised site and grading plan to <br />determine if additional preservation is possible due to the site changes. Trees <br />and shrubs identified to be saved shall be protected to the drip line from all <br />construction traffic and storage of materials with a safety fence and depicted on <br />the preservation plan. The tree preservation plan shall be subject to approval by <br />the City Environmental Specialist. <br />Grading, Drainage: A grading and drainage plan has been submitted for <br />review. The plan is generally consistent with the plans previously approved by <br />Rice Creek Watershed District (RCWD) on October 15, 1999. Minor <br />modifications have been made due to the building/parking lot layout change. It <br />does appear that the grading of the infiltration basins located at the northeast <br />corner of the site and east of the service road encroach upon the proposed <br />Apollo Drive right-of-way. All grading should be modified so that the infiltration <br />areas are contained within the project site. Additionally, the RCWD Permit <br />expired on April 15, 2001. As such, the revised plans need to be resubmitted for <br />approval by the Watershed District as well as the City Engineer. <br />Utilities: No revised utility plans were submitted. The site is proposed to be <br />serviced from the Apollo Drive extension per the previously submitted plans <br />dated March 26, 1999. The plans will need to be modified to reflect the new <br />alignment of the service road and the Apollo Drive utility extension design. <br />Design of the sanitary sewer and water utilities should be coordinated with the <br />Apollo utility design and be subject to the review and approval of the City <br />Engineer. <br />
