D. METCO <br />Minnesota Statutes Section 473.145 required METCO to prepare a comprehensive <br />development guide for the metropolitan area. As partial fulfillment of this requirement, <br />METCO has prepared a Water Resources Management Policy Plan that complies with <br />Minnesota Statutes Sections 473.145, 146, 156, and 157. The plan supersedes the Council's <br />three former Water Resources Management Plans: Part 1, Wastewater Treatment and Handling <br />Policy Plan (dated December 1988); Part 2, Surface Water Management: Nonpoint Source <br />Pollution and Stormwater Runoff (dated September 1982); and Part 3, Water Resources <br />Management Development Guide/Policy Plan (dated May 1986) dealing with water use and <br />availability. <br />Legislation related to metropolitan land use planning (Minnesota Statutes Section 473.858) <br />suggests that comprehensive plans of local governments cannot be in conflict with the <br />metropolitan systems plans. The metropolitan systems plans are defined in Minnesota Statutes <br />Section 473.852, Subdivision 8, as "the airports and transportation portions of the metropolitan <br />development guide, the policy plans, and capital budgets for metropolitan wastewater service, <br />transportation, and regional recreation open space." Their plan for metropolitan wastewater <br />service includes the Water Resources Management Policy Plan. <br />III. SERVICES TO BE PROVIDED BY TKDA <br />Based on TKDA'S understanding of the Project, we propose to provide the following services: <br />A. PROJECT MANAGEMENT/QUALITY CONTROL <br />1. Develop and maintain a schedule for the Project. The schedule will include: <br />B. <br />• Significant work tasks to be accomplished. <br />• Dates when each task is to be started and completed. <br />• Responsibility for each work task. <br />2. Attend up to three progress meetings (assumes two attendees per meeting from TKDA). <br />3. Prepare meeting agendas and minutes for progress meetings. <br />4. Document all forms of communication (i.e., telephone, fax, e-mail, etc.). <br />5. Conduct in-house staff meetings throughout the Project (a total of six meetings are <br />assumed). <br />6. Document review comments and provide responses as appropriate. <br />- 3 <br />
