Acquire land for a park along the eastern edge of the development. This may be able to be <br />connected to additional parkland that is acquired as the property to the east is developed. <br />However it appears the St. Paul Water Utility Easement would make this difficult. Also, it is <br />our understanding that substantial wetlands are located to the east of the Stoneybrook Plat. <br />2 <br />Acquire two lots to provide a small park area for playground equipment. However, the Park <br />Board didn't want to simply acquire, "less than one -acre park areas," as each development is <br />created. <br />3. Designate the recreation complex as the park to service the residents in the Stoneybrook <br />Development. The recreation complex will provide some leisure opportunities for informal <br />play such as playground equipment, basketball, and tennis. However, the recreation complei <br />will be used very intensely by all residents. If the upcoming referendum is unsuccessful, the <br />recreation complex will most likely not be developed. <br />When the Comprehensive Park and Trail System Plan was developed, the Stoneybrook property <br />was located outside the anticipated urban development limits. Therefore, the Park Board has not <br />had an opportunity to analyze the parks and trails needs for this area of the city. Without the <br />ability to look at "big picture" it is difficult to determine how this 78 -acre development will fit <br />within the city's overall, long-range parks and trails plan. Therefore the Park Board is <br />recommending 100 percent cash dedication. <br />If the Community Development Department anticipates additional development outside of the <br />anticipated urban development limits (as indicated in the Comprehensive Parks and Trails Plan) <br />perhaps we should consider updating the Comprehensive Parks and Trails Plan to address the <br />need for additional parks and trails. <br />sw/rick/Park Board Comments on Stoneybrook Preliminary Plat Memo to Smyser.doc <br />
