STAFF ORIGINATOR: <br />CITY COUNCIL <br />MEETING DATE: <br />TOPIC: <br />BACKGROUND: <br />AGENDA ITEM 7E <br />Michael Grochala <br />November 25, 2002 <br />Consideration of Resolution 02-172 <br />Amending DRTF By-laws <br />In January of 2002, the City Council established the Development Regulations <br />Task Force (DRTF) for the purpose of reviewing and recommending proposed <br />amendments to the City's Zoning and Subdivision Ordinances to implement the <br />City's Comprehensive Plan. To insure timely completion of the project, the <br />Council adopted By-laws for the task force that included a November 30, 2002 <br />termination date. <br />Staff had intended to complete the ordinance review process at the November <br />21, 2002 DRTF meeting. However, the DRTF was unable to complete a <br />satisfactory review of the final two sections covering General Provisions and <br />Planned Unit Developments. Given the importance of these two sections, the <br />DRTF did not want to approve them without a more thorough examination of the <br />issues. Additionally, due to the upcoming Thanksgiving holiday, the task force <br />was unable to set a meeting date prior to the stated termination date. As such, <br />the task force is requesting a thirty (30) day extension to complete the work. In <br />anticipation of council approval, the task force has scheduled a meeting for <br />Thursday, December 5, 2002. <br />The originally proposed schedule anticipated completion of the DRTF review in <br />November and forwarding of the draft Zoning Ordinance to the Planning and <br />Zoning Board for action in December. Extending the DRTF deadline will <br />necessitate the need to shift the P & Z review to January and consequently the <br />council review to February. The moratorium on residential development is <br />scheduled to expire on February 22, 2002. The first and second readings of the <br />ordinance by the council would then be held on February 10 and February 24, <br />2002, respectively. Following council approval, the ordinance would be <br />published on March 3, 2002 and, in accordance with City Charter provisions, <br />effective 30 days after on April 2, 2002. <br />While the moratorium would expire prior to the effective date of the ordinance, <br />staff does not anticipate new applications being brought to the Planning and <br />
