8. A majority of the City Council does not find that the project as submitted meets the <br />standards for a conditional use permit, as listed in Section 2 Subd. 2.B.7. of the <br />zoning ordinance. Specifically: <br />Sec. 2 Subd. 2.B.7.b. states that the project must be "harmonious with the general <br />and applicable specific plans and policies of the comprehensive plan of the City <br />and this ordinance." <br />Sec. 2 Subd. 2.B.7.c. states that the project must be "designed, constructed, <br />operated, and maintained so as to be harmonious and appropriate in appearance <br />with the existing and/or intended character of the general vicinity and will not <br />change the essential character of that area." <br />In the view of two of four Councilmembers, the size of the building and the extent <br />of the project relative to the site are not harmonious with the rural character of the <br />neighborhood, and would change the essential character of the area, which is <br />guided to remain rural in the City's existing comprehensive plan and the draft <br />new plan. <br />Adopted by the Lino Lakes City Council this // day of fm‘2000 <br />John .Berge n, ayor <br />T <br />y - <br />el Gaustad, CMC, Clerk/Treasurer <br />The motion for ado tion of the foregoing resolution was duly seconded by <br />Council Member {9-[-/� and upon vote being taken thereon, the <br />following voted in favor thereof: (:)9-1.LL&)' — , 1 m_-- , 07OOf ��- , <br />The following voted against same: ,6-) <br />Whereupon said resolution was declared passed and adopted. <br />
