COUNCIL MINUTES November 23, 2015 <br />APPROVED <br />91 - Personnel — the current group of firefighters in training at Century College is moving along <br />92 well and will be ready to join the force by January 1, 2016; <br />93 - Fire Gear — firefighters are receiving their gear and will receive SCBA delivery soon. <br />94 - Fire Station #2 — construction is moving ahead with inside work being completed. <br />95 <br />96 PUBLIC SERVICES DEPARTMENT REPORT <br />97 <br />98 5A) Resolution No. 15-133, Authorizing Preparation of Plans and Specifications for Water <br />99 Tower #1 Reconditioning Project — Public Services Director DeGardner reviewed his written report <br />100 regarding a project to recondition a city water tower that is approximately 25 years old. The <br />101 recommendation is to engage the firm KLM Engineering for the preparation of plans and <br />102 specifications, construction management and construction observation services. These are <br />103 preliminary activities in preparation for a project; a contract for the project itself would be coming <br />104 forward in the future for council consideration. He added that the wireless carrier antennae located <br />105 on the building will be removed during the project, at a cost to each carrier. The cost of the project <br />106 would be funded through the Water Operations Fund, an enterprise fund that is built through utility <br />107 charges and where there is funding available. When Mayor Reinert asked about bidding out this <br />108 work, Mr. DeGardner explained that he is recommending a firm based on experience and confidence <br />109 in their work. The city's contracted engineering firm, WSB and Associates, is also supportive of the <br />110 recommended contractor. <br />111 <br />112 Council Member Kusterman moved to approve Resolution No. 15-133 as presented. Council <br />113 Member Roeser seconded the motion. Motion carried on a voice vote. <br />114 <br />115 COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br />116 <br />117 6A) Resolution No. 15-134, Approving Payment No. 9 and Final for the Construction of Well <br />118 No. 6 — City Engineer Hankee reviewed the written request to approve a final payment for the project. <br />119 <br />120 Council Member Kusterman moved to approve Resolution No. 15-134 as presented. Council <br />121 Member Roeser seconded the motion. Motion carried on a voice vote. <br />122 <br />123 6B) City Code Chapter 1103, Floodplain Management — 2°d Reading of Ordinance No. 10-15, <br />124 Amending the City Code, Chapter 1103 — Community Development Director Grochala explained <br />125 that the ordinance amends the city's flood plan regulations and updates them to coordinate with recent <br />126 FEMA mapping. The city has received the assistance of WSB and Associates in updating the <br />127 ordinance. The only changes from the first reading are non -substantive. <br />128 <br />129 Council Member Roeser moved to waive the full reading of Ordinance No. 10-15. Council Member <br />130 Kusterman seconded the motion. Motion carried on a voice vote. <br />131 <br />132 Council Member Kusterman moved to approve the 2nd Reading and Adoption of Ordinance No. 10-15 <br />133 as presented.
