Consider 2"d Reading of Ordinance No. 13-15, <br />59 Granting a Cable Television Franchise to CenturyLink; b. Consider Resolution No. 15-151, <br />60 Approving a Summary of Ordinance No. 13-15 for publication - Administrator Karlson noted that <br />61 the council has engaged in a thorough review of this matter at a recent work session and the 1St <br />62 reading was approved at the last council meeting. Staff is now recommending approval of the second <br />63 reading and passage of the ordinance that will add CenturyLink as a cable provider within the City. <br />64 <br />65 Council Member Stoesz moved to waive the full reading of Ordinance No. 13-15. Council Member <br />66 Roeser seconded the motion. Motion carried on a voice vote. <br />67 <br />68 Council Member Roeser moved to approve the 2nd Reading and passage of Ordinance No. 13-15 as <br />69 presented. Council Member Kusterman seconded the motion. Motion carried: Yeas, 5; Nays none. <br />70 <br />71 Council Member Roeser moved to approve Resolution No. 15-151 as presented. Council Member <br />72 Kusterman seconded the motion. Motion carried on a voice vote. <br />73 <br />74 3B) Consider 2"d Reading of Ordinance No. 14-15, Regulating Joint Powers Agreements - <br />75 Administrator Karlson noted that this ordinance would add language to the City Code providing that <br />76 the city won't participate a joint powers agreement if governance of the power of that agreement isn't <br />77 proportionate to the city's financial obligation. The council has reviewed this ordinance at a work <br />78 session and the 1St reading of the ordinance was approved at the December 14, 2015 council meeting. <br />79 <br />80 Council Member Rafferty moved to waive the full reading of Ordinance No. 14-15. Council Member <br />81 Stoesz seconded the motion. Motion carried on a voice vote. <br />82 <br />83 Council Member Roeser moved to approve the 2"d Reading and passage of Ordinance No. 14-15 as <br />84 presented. Council Member Kusterman seconded the motion. Motion carried: Yeas, 5; Nays none. <br />85 <br />86 PUBLIC SAFETY DEPARTMENT REPORT <br />87 <br />88 4A) Consider Resolution No. 15-153, Approving Change Order No. 2, Lino Lakes Fire Station <br />89 — Fire Station project architect Quinn Hutson explained the change order request to the council. The <br />90 change order itself is made up of a handfull of minor items that are outlined in the staff report. <br />2 <br />
