COUNCIL MINUTES April 27, 2015 <br />APPROVED <br />91 ADMINISTRATION DEPARTMENT REPORT <br />92 3A) Resolution No. 15-42, Approving On -Sale Wine and 3.2 Beer License with Sunday Sales <br />93 for Elwood's — City Clerk Bartell reported that the city received a beer and wine license application <br />94 for a restaurant that will be opening at 7997 Lake Drive. Staff has since determined that the <br />95 applicant is not eligible for the requested license since he currently holds an off -sale license in the <br />96 city. She noted Section 701.06 of the City Code that disallows individuals from holding more than <br />97 one intoxicating license. Staff is withdrawing the recommendation to approve the license and is <br />98 requesting that the council refer the subject matter back to staff. <br />99 <br />100 Council Member Kusterman moved that Resolution No. 15-42 be referred back to staff. Council <br />101 Member Roeser seconded the motion. Motion carried on a voice vote. <br />102 <br />103 PUBLIC SAFETY DEPARTMENT REPORT <br />104 <br />105 4A) Public Safety Department Update - Chief Swenson reported on the following: <br />106 <br />107 - New Fire Station — he recognized the Community Development Department for their work in <br />108 securing the necessary permits for the construction site. The contractor will be moving onto <br />109 the site on April 29 with a completion date of December 4 planned. <br />110 Fire Personnel — there are 32 firefighters either through training or enrolled in training; the <br />111 next training class begins on August 8. <br />112 Appartus — the two new fire trucks are purchased and received by the city and are currently <br />113 being updated with equipment and graphics. They should be ready for council review in <br />114 May. <br />115 - Anoka County SAFER Grant — staff has submitted for reimbursement of expenses related to <br />116 medical and psychological screening of Lino Lakes firefighters. <br />117 <br />118 PUBLIC SERVICES DEPARTMENT REPORT <br />119 <br />120 There was no report from the Public Services Department. <br />121 <br />122 COMMUNITY DEVELOPMENT DEPARTMENT REPORT <br />123 <br />124 6A) Resolution No. 15-45, Granting Conservation Easement to RCWD and Approving <br />125 Wetland Buffer Maintenance Agreement for the Lino Lakes Fire Station- Community <br />126 Development Director Grochala reviewed the agreements proposed with the Rice Creek Watershed <br />127 District (RCWD) related to the Wetland Management Corridor property located within the fire station <br />128 project site. He noted that the terms of the easement agreement (over wetland) may require an <br />129 amendment in the future. <br />130 <br />131 Council Member Kusterman moved to approve Resolution No. 15-45 as presented. Council Member <br />132 Rafferty seconded the motion. Motion carried on a voice vote. <br />133 <br />134 <br />135 <br />3 <br />
