COUNCIL MINUTES July 13, 2015 <br />APPROVED <br />46 Resolution No. 15-72, Parade/Run Permit for St. Joseph's <br />47 Parish Summer Festival Approved <br />48 <br />49 <br />50 FINANCE DEPARTMENT REPORT <br />51 <br />52 There was no report from the Finance Department. <br />53 <br />54 ADMINISTRATION DEPARTMENT REPORT <br />55 <br />56 3A) On -Sale and Off -Sale Liquor Regulations, Consider Amendments to the City Code <br />57 (concurrent with 2015 State Law changes): <br />58 i. 1st Reading of Ordinance No. 05-15, Amending Section 701.02, Subdivision 1, to <br />59 allow the off -sale of growlers on Sunday; <br />60 ii. 1st Reading of Ordinance No. 04-13, Amending Section 701.09, Subdivision 3, <br />61 regarding Sunday on -sale hours <br />62 <br />63 City Clerk Bartell explained that there were several changes to liquor regulations that were adopted <br />64 by the State Legislature this year. Two of those amendments are options that cities may choose to <br />65 adopt into their local laws. The council has reviewed the changes at a recent work session. Liquor <br />66 license holders have been informed of the state laws changes as well. <br />67 <br />68 Ordinance No. 05-15 would allow licensed brewers to off -sale growlers on Sunday, if the city allows <br />69 the sale of growlers generally. The city may establish the hours that this off -sale may occur. If the <br />70 council wishes to adopt the new law, staff recommends that the hours be the same as off -sale hours <br />71 for all other days. <br />72 <br />73 Ordinance No. 04-15, is based on what is commonly being referred to as the "Bloody Mary Law". <br />74 This new law allows cities to change the on -sale hours that liquor may be sold on Sunday to as early <br />75 as 8:00 a.m. The new sale hours are limited to restaurants, clubs, bowling alleys and hotels. <br />76 <br />77 Ms. Bartell noted that there has been interest in both of the changes from license holders in the city. <br />78 <br />79 Mayor Reinert noted that the city has been reviewing its regulations and making some changes lately <br />80 and he believes that it helps the city stay on trend with businesses and even attract new businesses. <br />81 He noted several new restaurants that have recently opened in the city. <br />82 <br />83 Council Member Kusterman moved to approve the 1st Reading of Ordinance No. 05-15 as presented. <br />84 Council Member Roeser seconded the motion.
