Page 2 <br />feet are well within all governmental standards and <br />that the lower half power point of the beam does not <br />strike the ground until it reaches approximately <br />14,000 feet from the antenna, it should find that <br />the installation will not be detrimental to or <br />endanger the public health, safety, comfort, <br />convenience or general welfare of the neighborhood <br />or the City. <br />2. The general and specific plans and policies of the <br />comprehensive plan of the City for this particular <br />area call for it to remain as a rural district. <br />The installation of this radar equipment on the <br />existing tower will not result in a significantly <br />more intense use of the property owned by the <br />Applicant which will remain primarily rural and <br />undeveloped. <br />3. The installation of the equipment on the existing <br />tower, the absence of lighting on the tower and the <br />installation of a significant number of plantings <br />around the site in general all tend to minimize the <br />effect of the installation and as a result the <br />essential character of the general vicinity is not <br />substantially changed. <br />4. The installation does not require any additional <br />public services or facilities and the site is now <br />served by adequate streets, police, fire <br />protection, drainage structures and similar <br />facilities. <br />5. The installation on the existing tower does not <br />result in public expense for any additional <br />facilities or services and is not detrimental to <br />the economic welfare of the community. <br />6. The installation does not involve additional <br />traffic, noise, smoke, fumes, glare or odors which <br />would have a negative effect on the surrounding <br />areas. <br />7. The vehicle approaches to the property remain <br />unchanged as a result of this installation and it <br />does not result in any traffic congestion or <br />interference. <br />
