8. Following the 90-day planning period, the City of Lino Lakes <br />continued to discuss organized collection proposals with licensed collectors. The <br />proposals included a consortium system, a single contractor or bidding system, <br />and multiple collector licensing system. <br />9. The City of Lino Lakes and the licensed collectors have been unable <br />to agree on an organized collection method and more than ninety days have <br />elapsed since the beginning of the discussion period. <br />10. That currently the City of Lino Lakes is served by five licensed <br />haulers. One hauler serves approximately 80% of residents of the city. The <br />remaining haulers serve the balance of the residents in the city. <br />11, That approximately 500 city households do not participate in the <br />current system of solid waste collection. <br />12. That under the current system of solid waste collection, it is <br />impossible for the city to know how many residents do not participate in any the <br />process. <br />13, That under the current system each hauler charges a different rate <br />and consequently city residents pay varying rates for solid waste collection. <br />14. That based upon a comparison of local communities, Lino Lakes <br />residents pay higher rates for solid waste collection services than in other cities. <br />15. That the engineering firm of Braun Intertec undertook a study on the <br />impact that garbage trucks have on city streets. The study concluded that the <br />high level of truck traffic does have a destructive impact upon the streets resulting <br />impact of the cost to the city to maintain the streets. <br />16. That under the city charter, the ability of the city to generate and <br />spend revenue for street improvements is restricted. <br />
