The issues discussed at the <br />Solid Waste Advisory Committee meetings would in turn be communicated and <br />discussed at city council meetings and work sessions. <br />3. The City Council directed the City Solid Waste Coordinator, Jackie <br />Constant, to oversee the organized collection process. <br />4. Ms. Constant organized meetings held between herself and <br />representatives of all haulers currently doing business within the city. This <br />included meetings held on September 18, 1996, October 1, 1996, December 10, <br />1996 and January 7, 1997. The issues and concerns discussed during the <br />haulers' meetings were also conveyed to the city council at council meeting and <br />work sessions. <br />5. The City of Lino Lakes announced as its goals to achieve through <br />organized collection the following: <br />a. Limited truck traffic; <br />b. Uniform schedule of collection; <br />c. Expanded program for recycling; and <br />d. Limited hours of operation. <br />6. That the organized collection procedure followed by the city included <br />a 90-day planning period following adoption of the Resolution of Intent. <br />7. Through the efforts and review of the Solid Waste Coordinator, <br />discussions and meetings held by the Solid Waste Advisory Committee, the <br />haulers' meetings, and the city council work sessions, the city developed and <br />considered proposals for organized collection. The City of Lino Lakes invited the <br />assistance of all haulers licensed in the city in the planing process. A <br />representative of each licensed hauler participated to some extent in the planning <br />process. <br />
