Goal 4 7 2• Ensure that well-planned, quality residential, commercial, industrial and institutional <br />development accommodates the City's projected growth needs and occurs in a manner that also conserves <br />and enhances the City's natural resources and amenities. <br />Policy 4.7.2A: Encourage developers, where appropriate, to use Open Space Design/Conservation <br />Development Model to implement the Resource Management System Plan. <br />Policy 4.7.2B: Define incentives to achieve Better Site Design to the extent feasible on all <br />development. <br />Policy 4.7.2C: Continue to use the Alternative Urban Areawide Review (AUAR) process to <br />assess the impact of development on the City's natural resources and infrastructure. <br />Goal 4.7.3: Capitalize on opportunities to enhance water quality, reduce runoff volume and flood damage, <br />and enhance ecological resources by using open space and greenways. <br />Policy 4.7.3A: Encourage the use of open space in the design of City projects when multiple <br />benefits are realized. <br />Policy 4.7.3B: Capitalize on the efforts of others responsible for managing open space to enhance <br />their ongoing recreational programs, when these programs are related to the water and resource <br />management effort and are consistent with the City's open space priorities. <br />Policy 4.7.3C: Seek opportunities to enhance habitat function and integrity, to benefit water <br />resources and eco -systems. <br />4.8. Erosion & Sediment Control <br />Issues <br />Erosion prevention and sediment control is an important aspect in the effort to improve water quality and <br />protect and improve water and natural resources. Erosion is caused by runoff over disturbed soils such as <br />on a construction site or along streambanks. This erosion can result in the transport of sediment into <br />water and natural resources. Sediment deposits and sediment transport can decrease water quality and <br />increase maintenance efforts. <br />Goals & Policies <br />Goal 4.8.1: Prevent erosion and minimize the conveyance of sediment into surface water systems through <br />enforcement of the City's Storm Water Pollution Prevention Plan (SWPPP). <br />Policy 4.8.1A: Require erosion control plans for all land disturbance activities in accordance with <br />the City's stormwater management ordinance. <br />Policy 4.8.1B: Continue to enforce the Illicit Discharge and Detection Elimination (IDDE) <br />Ordinance. <br />Policy 4.8.1C: Use best management practices (BMPs) at all construction sites per the MPCA <br />"Protecting Water Quality in Urban Areas" and Minnesota Storm Water Manual as amended. <br />City of Lino Lakes SWMP 1 December 20151 70 <br />
