Regulations, Permitting and Reporting <br />Issues <br />The City is regulated under a number of local, state, and/or federal programs that require the <br />implementation of ordinances, permitting, and/or reporting. In addition, the City implements ordinances <br />and permitting to attain the goals outlined in this Plan. <br />Goals & Policies <br />Goal 4.9.1: Implement the Resource Management System Plan through Resource Management Unit <br />Plans. <br />Policy 4.9.1A: Develop and implement Resource Management Unit plans for each RMP. <br />Goal 4.9.2: Address regulatory requirements of local, state and federal programs through updated <br />ordinances, permitting, and ongoing reporting. <br />Policy 4.9.2A: Evaluate City's existing ordinances and programs to facilitate implementation of <br />the Resource Management System Plan. <br />Policy 4.9.2B: Coordinate with the Rice Creek Watershed District and the U.S. Army Corps of <br />Engineers to manage local wetland resources. <br />Policy 4.9.2C: Work with the Rice Creek Watershed District to implement the Resource <br />Management Plan. <br />Policy 4.9.2D: Implement programs, implement structural solutions, and complete reporting as <br />needed to meet MPCA's requirements for MS4s. <br />Policy 4.9.2E: Support the implementation of the SAMP by the U.S. Army Corps of Engineers. <br />4.10. Monitoring, Maintenance & Inspection Issues <br />In order to protect its capital investments and provide an effective water management system, the City of <br />Lino Lakes needs to conduct monitoring, maintenance and inspection of City infrastructure in a timely <br />and cost-effective manner. Infrastructure needs to be monitored and maintained regularly to prevent <br />unnecessary reconstruction projects. This can only be accomplished if an effective inspection and regular <br />maintenance program is in place.
