WS — Item 7 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 7 <br />Date: February 1, 2016 <br />To: Mayor Reinert and City Council <br />From: Rick DeGardner, Public Services Director <br />Re: MXU Change -Out Program <br />Background <br />The Utilities Department has identified 706 water meter reading devices that are obsolete and <br />need to be upgraded. These devices have passed their warranted life and are starting to fail. <br />The original reading devices were installed inside the resident's home. The new units have a <br />twenty- year warranty and will in most cases be mounted on the exterior of the home, limiting <br />the need for access to homes in the future. In addition, all water meters registering over <br />2,000,000 gallons of consumption will be replaced. The manufacturer's suggested warranty on <br />accuracy is 2,250,000 gallons (The typical residence will accumulate about 2,000,000 gallons <br />over a 20 year period). <br />The City has contracted with Midwest Testing to perform the change -outs. Midwest Testing has <br />previously worked with the City of Lino Lakes and other area cities. All installers have <br />completed background checks, possess photo ID badges, and drive clearly marked vehicles. <br />In the unfortunate event that a customer is not willing to schedule an appointment, we are <br />recommending that the current Fee Schedule be amended to include the following charges for <br />non-compliance. This would only be charged as a last resort. <br />$40 for the quarter in which the notice was given and $250 for the subsequent quarters. <br />This project is being funded by the Water Operating Fund.
