WS — Item #4
WORK SESSION STAFF REPORT
Work Session Item No. 4
Date: February 1, 2016
To: City Council
From: Katie Larsen, City Planner
Re: Metropolitan Council 2015 System Statement
Background
Minn. Stat. 473.145 requires the Metropolitan Council (Met Council) to adopt a
comprehensive development guide for the metropolitan area. Minn. Stat. 473.175
requires the Met Council to review local government comprehensive plans to determine
compatibility with this regional development guide. These plans are developed and
updated every 10 years.
In May 2014, the Met Council adopted Thrive MSP 2040 (Thrive) as the comprehensive
development guide. It establishes the regional vision for the 7 -county metropolitan area
for the next 30 years. The Met Council subsequently adopted 3 policy plans related to the
3 regional systems:
1. 2040 Transportation Policy Plan
2. 2040 Water Resources Policy Plan
3. 2040 Regional Parks Policy Plan
The Met Council also adopted the 2040 Housing Policy Plan. Consistent with Minn.
Stat. 473.859, subd. 2(c) and subd. 4), communities must include a housing element and
implementation program in their local comprehensive plans that address existing and
projected housing needs.
On September 17, 2015, the Met Council issued the 2015 System Statement for Lino
Lakes. The system statement explains the implications of the policy plans for each
individual community. Upon receipt of the system statement, Lino Lakes is required to
update its 2030 Comprehensive Plan by December 31, 2018.
ANALYSIS
Community Designation
Thrive identifies Lino Lakes with the community designation of Emerging Suburban
Edge. Emerging Suburban Edge communities include cities, townships and portions of
both that are in the early stages of transitioning into urbanized levels of development.
1
