The Environmental Board reviewed the document on August 26, 2015. The board <br />�,, recommended that the following comments be considered by the City Council: <br />• It was suggested that in the purpose statement at the beginning of the document, that <br />language alluding to purposeful elements of the AUAR be used in the design of all projects <br />within the AUAR area, and that with an integrated approach to planned development every <br />effort will be made to coordinate buffers, parks, trails into corridors and mixed use ratios be <br />paid close attention to. <br />Staff Comment: The purpose statement of the update relates specifically to the purpose of <br />the update. No change is proposed. The AUAR document does include an Executive <br />Summary that highlights the City's interest in balancing development with natural resource <br />conservation and acknowledges the AUAR as a tool to help plan for and manage growth in <br />this area. Incorporation of purposeful elements are required to be used in the design of <br />projects as part of the mitigation plan. <br />• Possibly more attention should be given to traffic studies in that there may be a Birch Street <br />back-up from new development. Future City proposed studies may be too late. <br />Staff Comment:: Anoka County requested an update of the AUAR traffic model. The City's <br />response stated that no update was necessary at this time. An updated traffic model will be <br />completed as part of the City's 2018 Comprehensive Plan update. However, as required by <br />the AUAR mitigation plan and City Subdivision and Zoning Ordinances, traffic studies <br />continue to be completed for all new developments. <br />• That Archaeological study information be less specific on locations in the AUAR area. <br />Staff Comment: The information received was provided for by the State Historical <br />Preservation Office (SHPO). The information provided gives general locational <br />information, is public data and a required component of the AUAR. Detailed locational <br />information is not published or provided as part of the AUAR <br />• That a statement about "sustainable development" be integrated into the plan. <br />Staff Comment: The idea of "Sustainable Development" is discussed in the City's <br />Comprehensive Plan. <br />Once the update is approved a copy of the resolution will be forwarded to all required <br />government agencies and the Environmental Quality Board (EQB). <br />RECOMMENDATION <br />Staff is recommending approval of Resolution No. 15-94. <br />L. <br />
