WS — Item 4 <br />WORK SESSION STAFF REPORT <br />Work Session Item No. 4 <br />Date: March 7, 2016 <br />To: City Council <br />From: Michael Grochala, Community Development Director <br />Re: 35E Distribution Center Proposal <br />Background <br />Staff has been contacted regarding construction of a large industrial <br />warehousing/distribution facility along 35E. The facility would be approximately <br />460,000 square feet with a proposed value of 18 to 22 million dollars. The property is <br />zoned L -I, Light Industrial. Warehouse and distribution facilities are a permitted use in <br />this district. <br />The project will require the construction of 21St Avenue from Commerce Drive to Cedar <br />Street. The proposed project will likely require an amendment to the zoning ordinance to <br />allow for exterior storage of trailers. It is also anticipated that the applicant will request <br />financial assistance in the form of Tax Increment Financing. <br />Exterior Storage <br />The business is proposing have exterior parking areas for semi -trailers. Currently, the <br />zoning ordinance considers trailers as exterior storage. Open and Outdoor storage is <br />allowed as Conditional Use in the L -I District. The current requirements are as follows: <br />Section 1007.120 (9): <br />(e) Open and outdoor storage (not outdoor sales lots) as an accessory use <br />provided that: <br />1. The designated storage area shall comply with all building <br />setback requirements for the district. Outside storage is prohibited <br />between the principal structure and any public right-of-way. <br />2. The storage area is landscaped and screened from view of <br />adjacent uses and public rights-of-way via a fence and greenbelt planting <br />strip, in accordance with § 1007.043 (17)(f) of this Ordinance. <br />3. The entire storage area is fenced and secured in an <br />appropriate manner. <br />
