5 <br />h. The City does not relinquish any rights of local determination. <br /> <br />CSAH 34/Birch Street is a “B” minor arterial road. The school is accessed via two <br />main driveways off of CSAH 34 and there will be no changes to these driveways. The <br />early childhood education program currently operates out of the existing school. <br />There will be no additional students or teachers increasing traffic and no impacts to <br />the traffic levels of service are anticipated. <br /> <br />5. The proposed development shall be served with adequate and safe water supply. <br /> <br />The site is served by a 16” ductile iron watermain located along CSAH 34/Birch <br />Street which can accommodate the demands of the proposed school addition. <br /> <br />6. The proposed development shall be served with an adequate and safe sanitary sewer <br />system. <br /> <br />The site is served by a 12” sanitary sewer line located along CSAH 34/Birch Street <br />which can accommodate the demands of the school addition. <br /> <br />7. The proposed development shall not result in the premature expenditures of City <br />funds on capital improvements necessary to accommodate the proposed development. <br /> <br />No City funds are being expended on this project. <br /> <br />8. The proposed development will not involve uses, activities, processes, materials, <br />equipment and conditions of operation that will be detrimental to any persons, <br />property, or the general welfare because of excessive production of traffic, noise, <br />smoke, fumes, glare, or odors. <br /> <br />The proposed school addition for early childhood education is an allowed use within <br />the PSP, Public and Semi-Public District with an approved conditional use permit. <br />The addition will not generate excessive traffic, noise, smoke, fumes, glare or odors. <br /> <br />9. The proposed development will not result in the destruction, loss, or damage of a <br />natural, scenic or historic feature of major importance. <br /> <br />There are no natural, scenic or historic features on the existing site. <br /> <br />Specific Conditional Use Permit (CUP) Requirements <br /> <br />In addition to the administrative requirements of a conditional use permit, the following <br />specific performance standards of Section 1007.130 (8)(a) must also be met: <br /> <br />1. Side yards shall be double that required for the district, but no greater than thirty (30) <br />feet. <br />
