9 <br />Community Facilities <br /> <br />One goal of the Community Facilities Plan is to maintain first-class education for <br />children of Lino Lake and provide learning opportunities for residents of all ages. The <br />addition is for Early Childhood Family Education and Early Childhood Special <br />Education. <br /> <br />Wetlands <br /> <br />There are wetlands within the stormwater ponds located to the east of the site. Per <br />RCWD CAPROC, the project does not propose any wetland impacts. <br /> <br />Floodplain <br /> <br />There is Zone A floodplain along the east side of the site but there are no impacts. <br /> <br />Stormwater Maintenance Agreement <br /> <br />A Stormwater Maintenance Agreement is required. <br /> <br />Site Improvement Performance Agreement <br /> <br />A Site Improvement Performance Agreement is required. <br /> <br />RECOMMENDATION <br /> <br />Staff recommends approval of the conditional use permit and site plan review with the <br />following conditions: <br /> <br />1. All comments from the City Engineer letter dated March 3, 2016 shall be <br />addressed. <br />2. All comments from the Environmental Coordinator dated February 29, 2016 shall <br />be addressed. <br />3. All comments from the Anoka County Highway Department letter dated (to be <br />provided) shall be addressed. <br />4. A Stormwater Maintenance Agreement shall be required. <br />5. A Site Improvement Performance Agreement shall be required. <br />6. A separate Sign Permit shall be submitted to the City for review and approval. <br />7. Site Plan Review Worksheet: <br />a. Location and screening of mechanical equipment shall be provided. <br />8. Sheet C2-Paving Plan: <br />a. “No Parking” signs shall be installed along the south side of the driveway <br />in front of the addition. <br />b. “No Parking” signs shall be installed along the north side of the driveway <br />30 feet from the east entrance. <br />c. “Drop Off Only” only signs shall be along the north side of the driveway.
