CITY COUNCIL WORK SESSION March 22,2010 <br /> APPROVED <br /> CITY OF LINO LAKES <br /> 2 MINUTES <br /> 3 <br /> 4 DATE : March 22, 2010 <br /> 5 TIME STARTED : 5:30 p.m. <br /> 6 TIME ENDED : 6:20 p.m. <br /> 7 MEMBERS PRESENT : Council Members Gallup,O'Donnell,Roeser <br /> 8 and Mayor Reinert <br /> 9 MEMBERS ABSENT : Council Member Rafferty <br /> 10 <br /> 11 <br /> 12 Staff members present: Acting City Administrator Dan Tesch; Police Captain Kent <br /> 13 Strege; City Planner Jeff Smyser; City Planner Paul Bengtson; City Clerk Julie Bartell <br /> 14 <br /> 15 REVIEW REGULAR AGENDA ITEMS <br /> 16 <br /> 17 Item 3A), Convention & Visitors Bureau Appointment—Acting Administrator Tesch <br /> 18 explained that the city has been informed that the appointment to the bureau must be either <br /> 19 a council member or city staff person. The city's economic development coordinator, <br /> 20 Mary Alice Divine, has been attending the meetings to this point and he is recommending <br /> 21 that she be appointed. <br /> 22 Item 3D),Lease with North Memorial Ambulance—Acting Administrator Tesch asked <br /> 23 that this item be postponed at the council meeting. There is some new language proposed <br /> 24 that should be reviewed by the city attorney. <br /> 25 Item 6A), Resolution denying a variance request to the Zoning Ordinance <br /> 26 requirements for accessory structure area and the number of accessory structures <br /> 27 allowed on a rural property—City Planner Bengston reported that a variance request to <br /> 28 allow for an additional accessory structure (horse training facility) at 1288 Main Street is <br /> 29 being recommended for denial by staff and the Planning&Zoning Board. Findings are <br /> 30 presented in the staff report supporting that recommendation. Should the council wish to <br /> 31 approve the variance request, there are conditions recommended and those as well are laid <br /> 32 out in the staff report. It was confirmed that denying the variance request would not halt <br /> 33 the activities (horse training) already occurring at the property. Discussion of the <br /> 34 possibility of erecting the structure on leased state owned land merited no clear ability to <br /> 35 solve the issue other than the understanding that if the applicants owned that property, they <br /> 36 would have enough acreage to legally build the additional structure proposed. A council <br /> 37 member noted some possible benefits to allowing the structure—longer season, less horse <br /> 38 related run-off. The council recognized that it would be a dangerous precedent to allow <br /> 39 leased land to be counted for the purpose of land use regulations. <br /> 40 <br /> 41 Item 6B), First Reading of ordinance amending the Planned Unit Development for <br /> 42 the Town Center Design & Development Guide Regarding Outdoor Dining/Seating- <br /> 43 City Planner Smyser noted this amendment relates to the design standards for the Town <br /> L 44 Center area. This mirrors what was approved for the rest of the city. <br />
